CTB/McGraw-Hill

CTB/McGraw-Hill (CTB) was a publisher of educational assessment for the early learner, K–12, and adult basic education markets. From 1965 to 2015, the company was known as CTB/McGraw-Hill, a division of the McGraw-Hill companies. CTB has published many assessments including California Achievement Tests (CAT), Tests of Basic Experiences (TOBE), and TerraNova. CTB annually served more than 18 million students in all 50 states and 49 countries. CTB reportedly had a 40 percent share of the test design market, ranking second of the four major companies in the industry.

Engagement with CTB/McGraw-Hill for large-scale assessments, including NCSC, WELPA and DC-CAS.


Challenge

CTB required experienced support for state level large scale assessments. CTB also had been contracted to support the National Center and State Collaborative (NCSC) project including the field testing of items for the assessment. The NCSC project was a new type of assessment for CTB, the focus on assessing kids with significant cognitive challenges.

Result

Dunton Consulting was contacted to serve as the master program schedule analyst for National Center and State Collaborative (NCSC). Dunton Consulting provided subject matter expertise having provided business analysis services for the NCSC consortium during a previous consulting engagement. The assessment and reporting platform product development schedules were developed, baselined, and tracked. Program schedules were designed for the multi-year administration and accounted for all functions, dependencies, and deliverables.

  • Scoring project manager for the Washington English Language Proficiency Assessment (WELPA). Responsible for scoring and reporting of the WELPA 2013 administration.
  • Scoring Project Manager for District of Columbia (DC-CAS) Assessments. Responsible for scoring and reporting of the DC-CAS 2013 administration.
